Client Assistance Program
Established under the Federal Rehabilitation Act of 1973, and subsequently amended, the North Carolina Client Assistance Program (CAP) is a program funded by the federal government. Its primary objective is to help persons with disabilities understand and utilize rehabilitation services. CAP plays a crucial role in the rehabilitation system by providing the following services:
- Providing guidance and information to individuals about all services and benefits available to them through programs authorized under the Rehabilitation Act and Title I of the Americans with Disabilities Act (ADA).
- Assisting and advocating for individuals in their dealings with programs providing rehabilitation services under the Rehabilitation Act.
- Identifying and resolving issues that may arise during the rehabilitation process.
- Identifying areas that need improvement in the delivery of rehabilitation services and proposing suggestions for better services.
Legal Services Organizations
These organizations provide free legal assistance for low-income individuals, including help with accessing Social Security and Medicaid benefits.

Statewide Independent Living Council (SILC)
The Statewide Independent Living Council (SILC) helps remove barriers to independent living for people with disabilities and works to increase necessary supports and services. It is part of the National Council on Independent Living (NCIL).
PROTECTION AND ADVOCACY
The North Carolina state disability protection and advocacy (P&A) agency is Disability Rights North Carolina (DRNC). DRNC is part of the nation’s federally funded P&A system. It provides help to people with disabilities in North Carolina to expand and defend their rights, including supporting self-advocacy groups and legal assistance. DRNC is part of the National Disability Rights Network (NDRN).
